日本代表が、サッカーW杯を2010年大会以来8年ぶりにベスト16で終えた2018年。日本フットボール連合は日本をW杯優勝に導くストライカーを養成すべく、ユース年代の高校生FW300人を対象とした‘‘青い監獄’’計画（ブルーロックプロジェクト）を立ち上げ、ブルーロックと呼ばれる施設を建設する。失格者は日本代表入りの資格を永久に失うという条件の中、無名の高校生プレイヤーである潔世一は世界一のストライカーになるべく、計画の全権をもつ絵心甚八が課す試験に挑む。 埼玉県高校サッカー選手権大会決勝戦、ボールは一難高校2年FWの潔世一に渡り、ゴールを狙う。潔はゴール前で味方にパスを出したがゴールは外れ、相手チームの吉良涼介にゴールを決められ敗北。その夜、全国を逃したことを後悔する潔のもとに日本フットボール連合から強化指定選手の通達が届く。
