The manga follows Emiru Yoshitsune, who is hired as a government worker right after graduation, and is assigned to the welfare office. As a case worker, she works protecting the livelihood of citizens, but she must come face to face with those who live in poverty. Notes: Nominated to the 23rd Annual Tezuka Osamu Cultural Prize.

Synopsis 日本語
東京都東区（ひがしく）役所に就職した義経えみるは、福祉事務所生活課に配属される。生活課は生活保護業務を担当し、生活保護受給者と日々接して人の生死に関わるハードな職場である。社会福祉制度に全く知識をもたないえみるは配属先に不安を覚えるが、配属早々、先輩ケースワーカーの半田から110世帯の担当を任されてしまう。 半田に助けられながら、必死に仕事を覚えていくえみるだったが、生活保護受給者の男性の自殺、母親から児童虐待を受けていることをうかがわせる子供との会話、精神疾患を持つ女性からの暴言など、次々に衝撃的な体験を経験していく。 やがて、えみるはケースワーカーとしての自覚を深め、生活保護制度に関して本格的に勉強を始める。一方、えみると同期の新人ケースワーカーたちも深刻なケースに遭遇し、それぞれ苦悩していた。
