Descripción general

Souhei Asakura is a detective whose job is to get rid of the "pests" in society that harm others. However, his catch phrase is "Ah, I want to die"...and he's a downer, loves to eat eggs, plus he uses a rope to snare these "pests" - literally! With unconventional methods and a rope to tie up the bad guys, Asakura teams up with a young police man named Keiichi Tsuji under the orders of his somewhat sadistic boss Miyuki Kanou. 警察庁生活安全局特殊防犯課指導係（特防）の朝倉草平警視が、毎回世を乱す様々な悪人の元に出向き、「行政指導」の名の下、サディスティックなお仕置きを繰り広げていく。実際に起きた事件や風潮をモチーフにしている話もあり、風刺漫画としての面が強い。
