特殊能力技巧（スキル）を駆使できる者をアーティストと呼ぶ世界に住む少年アーティスト・アクロは、優れたアーティストの作品を故郷に飾る夢を叶えるために、憧れの『芸術の都』にやってくるが、そこで目にしたのはアーティストが技巧を用いて人々を恐怖を与え虐げる姿だった。 かつてのアーティストは技巧と素材（マテリアル）を用いて人々を魅了する存在であったが、7年前のある事件を切っ掛けに技巧を武器として使い、人の魂を素材として使い始める新しい時代が始まっていたのだった。 アクロは自分の夢を叶えるために、アーティストして新しい時代に立ち向かっていく。
