私立荒磯高等学校生徒会に在籍する執行部とは、知力・体力・正義心において秀でた在校生徒に与えられる任務の称号であり、その証たる執行部腕章を所持する者は校内の治安を守りぬく義務を負うとともに何人たりとも彼らの行動を侵してはならない。 その執行部のトップメンバーである久保田と時任は、「暴力は十倍返し、カツアゲには更なる脅迫を」をモットーにー校内の治安を守る。
