さえない男子高校生・三井宏太は、親友の内進次郎に誘われフィッシング部へ入部する。町の秩序を守る正義の集団だと聞かされていたが、その実態はヤクザが関与する自警団「スピナーベイト」であった。スピナーベイトは、犯罪者を強引に取り締まり、獲得したポイントによって厳格な序列が決まる組織であり、メンバーはそのルールに従うことを強いられる。三井はポイントを得られないまま鬱屈した日々を送る中、町では連続殺人事件が発生する。やがて三井の前に、事件に関わる手帳を拾ったという謎の男が現れ、物語は暴力と正義、そして個人の選択を巡る展開へと進んでいく。
