平戌（へいい）13年の東京都臨海区では、長引く不況の影響により警察組織が弱体化し、民事不介入の姿勢を強めていた。経済の停滞に伴い、生活の荒んだ若者たちの半グレ化が進むなど、地域の治安は著しく悪化していた。臨海区で育ち、この街を大切に思う前原圭は、困っている人の助けとなるため区役所に就職し、「全体の奉仕者」として住民に向き合う立場に就く。圭は、公平性を最優先とする行政の原則と、目の前で助けを求める個々人の現実との間で葛藤しながら、街で発生するさまざまなトラブルの対応に当たっていく。
