警視庁捜査一課強行犯捜査第6班（ドラマでは、警視庁捜査一課第八強行犯捜査殺人捜査第13班）は、課内で検挙率トップを誇るが、起こしたトラブルも最も多い。そんな課に現れたのは、フリフリのファッション服を身に纏う新人女刑事・花森一子（通称：ワンコ）。一子は警察犬並みの嗅覚を持つが、天然ボケな性格であまり頼りにできず、周囲からは迷惑がられてしまう。それでも、一子は持ち前の正義感と体当たりの捜査で、難事件を解決していき、刑事としての自覚と覚悟を身につけていった。
