弓神適当は、かつて「透明人間」と呼ばれた正体不明の窃盗犯を逮捕して犯行を全面自供させ警視総監賞を受賞し、本庁捜査一課に所属したこともある優秀な警察官だったが、連続殺人小説家事件で「真犯人は別にいる」との訴えを上司に無視されたことをきっかけに、名前の通り「適当」な問題刑事になってしまった。現在はうきよ署で後輩の部下として勤務。「透明人間」の転落死事件から単独捜査によって振込詐欺グループを一網打尽にし仲間内のリンチ殺人まで掘り起こす、レイプ犯として逮捕された下着泥棒の冤罪を証明するなど事件解明の実績を作っていく。難事件を幾つも解決した弓神は、彼を使いこなせない上司の問題にされかねない、問題刑事となってしまう。
